The Citadel Protocol defines hardened operational standards and security versions to ensure system survivability, resilience, and operational continuity in the face of external shocks. The project is currently in the protocol iteration phase (v1, v2, v3) and threat modeling. It establishes isolated Command Compounds, rules of engagement, and a neutral three-nation Arbiter panel to govern administrative sovereignty transitions.
