Framework: At-Large Ranked Choice & Support-Density Mapping
We eliminate the "Single-Member District" where one line determines one winner. Instead, representation is decided at the Sovereign Level (State-wide for Federal/State positions).
- The Candidate Pool: Any individual who provides proof of the Critical Volume (CV) of support (e.g., signatures) is placed on the ballot.
- Ranked Choice Voting (RCV): Voters rank candidates in order of preference (1st, 2nd, 3rd...).
- Multi-Seat Selection: If a state is allotted 3 Representatives, the RCV algorithm runs until the Top 3 candidates with the broadest consensus are identified.
Instead of drawing lines before an election to predict an outcome, we draw them after to reflect reality.
- The Mapping Protocol: Once the Top 3 winners are chosen, the state is divided into 3 geographic districts based on where each winner’s primary support base is located. The maps are not drawn by any person. It falls under an algorithm. If a region supports a candidate over the others.
- The Logic: This ensures that a representative is geographically tethered to the actual humans who voted for them, rather than a jagged, "packed-and-cracked" district designed by a computer in a basement.

To prevent ballot bloating while maintaining accessibility, the "Entry Fee" (Proof of Support) is scaled to the power of the office.
- Local Tier (Town/City): Low CV (e.g., 1% of local population).
- State Tier (Assembly/Senate): Medium CV (e.g., 3% of state population).
- Federal Tier (House/Senate): High CV (e.g., 5% of state population).
