- Accessibility: Citizens can search the Sovereign Database by function code. If a business owner needs to check compliance, they simply pull the
BUS or ENV index.
Laws are rarely isolated; they often build on one another. This framework introduces "The Dependency Rule" to prevent legal contradictions and "Broken Links."
- The "If/Then" Voting Protocol: When laws are linked, they are voted on as a cluster, but adjudicated individually.
- The Outcomes:
- Success (A↑,B↑): Both laws are renewed.
- Partial Failure (A↓,B↑): Law B (the foundation) stays; Law A (the dependency) is removed. The system remains stable.
- Systemic Failure (A↑,B↓): If the foundation (B) fails, the dependency (A) is automatically removed, regardless of its individual vote. You cannot have a "branch" without a "trunk."
